When I went to United States, in the lecture of MIT Ph.D, he said 'In America, the education philosophy is there is no stupid question'. They learn in the young age about this. So they become less afraid, and can ask any question without having a regard for feelings. Therefore, the atmosphere of lecture can be discussing and active.
