 I think this problem comes from the gap of the intellectual background, between the scientists and people who makes policies. In the case that there is no sufficient knowledge for policy makers to make a policies about specific field, it must need to refer expert's advice. However, decinding structure in Korea is ultimately need to get permission of 'person on higher position'. But they don't know about the field because their background is not a science (in this case of the artcles), or any other fields. So many policies are made for satisfying them and must be grow away from real needs of people. Although there is expert's advice, it would be useless. For developing all fields, Koreans needs people, who makes policies with adequate background knowledge.
