 I think there are many reasons why people don't say anything. Someone is shy, or someone doesn't concentrate on lecture. Also, I think it is not restricted to Korean. It is human properties, not 'Korean' properties. Therefore, I cannot find why 'Korean' don't say anything. For this reason, I just think about my case.

 What question I answer?

 I sometimes answer a question, sometimes don't answer. I just think about the answered question. I usually discuss about the question that doesn't have exact answer. Because it is very interesting to me. I really want to talk about my opinion. However, a question which has a exact answer is very boring because I think many of students can answer it.

 Also, I think opinion-question is good but answer-question is bad. The opinion-question makes student think more. The answer-question is just kind of exam. A midterm and final exam are enough to test.

 Therefore, I think Korean can not be silent. We have to invastigate the cases that people answer about what kind of questions.
