Atmosphere of debate

From middle and high school, korean scientists is familiar to not denying and accepting about teaching. They haven't experience atmosphere of debate. They know in Korea when they say something and this is wrong, they will be put to shame and take criticism. So they don't have a dash at making opinion rashly. Also in Korean culture there is manners, so when elder make opinion that is wrong, they can not quite pin down the wrong thing.

Also that korean scientists are silent in International Association is because they are not familiar to atmosphere of debate and their poor english skills. Because they can not say what’s on their mind using english, they are silent in international association.

Investment of R&D compared with GDP

In this point we have to see investment of R&D compared with GDP as absolute index not relative index. If see as absolute index, investment of R&D have really huge difference compared with other countries. I think it is hard that korean scientists write numerous papers, because absolute amount of money is small.Also because almost investment of R&D is from the industrial world, that investment of basic scinece that is high rate of win the Nobel Prize is low is reality. Basic science is lost in the shuffle because doing lucrative things first is too natural from after Korean War.

Jumping on the bandwagon

Jumping on the bandwagon is natural because industrial world do almost investment of R&D. Industrial world do not invest if it is not lucrative. If government don't increase investment of R&D, this phenomenon will not be fixed. It is natural that korean scientists want to stay and research in other countries because research environment is really poor. Government have to solve these things, having caution.
