Atmosphere of debate

From middle and high school, korean scientists is familiar to not denying and accepting about teaching. They haven't experience atmosphere of debate. They know in Korea when they say something and this is wrong, they will be put to shame and take criticism. So they don't have a dash at making opinion rashly. Also in Korean culture there is manners, so when elder make opinion that is wrong, they can not quite pin down the wrong thing.

Also that korean scientists are silent in International Association is because they are not familiar to atmosphere of debate and their poor english skills. Because they can not say what’s on their mind using english, they are silent in international association.

Investment of R&D compared with GDP

이 점에서는 상대적인 지표가 아니라 절대적인 지표로 봐야한다. 절대적인 지표로 보면 R&D에 투자하는 돈은 굉장히 차이가 나게 된다. 당연히 쏟아붓는 돈의 양이 적은데 좋은 실적이 나오길 바라는 것은 무리라고 생각된다. 또한 대부분의 R&D투자가 산업계에서 나왔기 때문에 노벨상을 받을 확률이 높은 기초과학에 투자가 적은 것이 현실이다. 6.25 전쟁 후에 돈이 되는 것을 먼저하는 것이 너무나도 당연해졌기 때문에 기초과학은 등한시 되는 것이다.

Jumping on the bandwagon

산업계에서 대부분의 R&D투자를 하기 때문에 어쩔 수 없는 현상이다. 산업계는 당장 돈이 되는 것이 아니면 하려하지 않는다. 정부에서 기초과학에 대한 지원을 늘리지 않는 한 이러한 현상은 고쳐지지 않을 것이다. 이러한 열악한 연구환경에 불만족하고 해외로 나가는 연구원들이 많은 것은 당연한 것이다. 정부는 경각심을 갖고 해결하려 해야 할 것이다.
