In this article, they argue that the reason why the number of good paper( criteria : SCI) is small in spite of great R&D investment is due to characteristic of Korean, 'quite'.
First, I disagree with this article because I disagree with evidence.
In the article, there is graph which shows the comparison of amount of R&D investment between countries. I think that criteria of investment is different between country. For example, one countray include investment for building, but other is not. Also, Korean invested to the major company like Samsung, LG, not to basic reserch. Paper usually comes from reserch institute like graduate school, not from the company. Therefore, it don't make sence. In addition to this, I wonder the graph of numer of paper is based on the country population.
Second, I disagree with this article because of the resoning.
