<p><span style="font-size:12px">Korea had been spent very little money on the basic science comparing to other&nbsp;countries which&nbsp;have the Novel Prize winners. For example, IBS(Institute for Basic Science) in Korea was built in 2011 and the annual budget will be 650billion\ until 2017. Similar institution in Japan is RIKEN, it has provided lots of research on basic science since 1917. Another one is the Max-Plank Society. It was established at 1911 and the annual budget is 13billion&euro;, much more than that of IBS. There has been These differences in the investment and history must be responsible for the difference in the number of&nbsp;Novel Prize winners. The long period of indifference to the basic science become a history of Korean science and it becomes a characteristic of Korean science. This must be responsible for the leakage of researchers who studied abroad.</span></p>

<p><span style="font-size:12px">Now, Korean government try to invest on the basic science and established IBS to achieve its goal. Then, enough time should be passed until the IBS and its tendency is extended and become a new characteristic of the Korean Science. People start to stay in Korea and make a new culture, these series of process need some time. The IBS is only 6 years old, I&rsquo;m sure that the answer is not to be impatient at least for the area of basic science. Since the government had already decided to invest, we&rsquo;d rather wait for the development.</span></p>
