In this article, they argue that the reason why the number of good paper( criteria : SCI) is small in spite of great R&D investment is due to characteristic of Korean, 'quite'.

First, I disagree with this article because I disagree with evidence.

In the article, there is graph which shows the comparison of amount of R&D investment between countries. I think that criteria of investment is different between country. For example, one countray include investment for building, but other is not. Also, Korean invested to the major company like Samsung, LG, not to basic reserch. Paper usually comes from reserch institute like graduate school, not from the company. In addition to this, I wonder the graph of numer of paper is based on the country population.  Therefore, it doesn't make sence.

They said that the reason why there is no nobel prize winner in Korea is due to Korean's quite charecteristic. They argue that Korean don't discuss actively, and I partially agree with this. However, I think that it is not the most important reason, but small part of the reason. It can be, because some interasting idea comes form active discussion, and also think that quite is not passive but deliberation.

Also, I think that the most important reason is hasty Korean. Korean always desire make great result with in the short time, so goverment and even reserchers usually do research not based on the their pure interest, but based on their fast result, money.

Therefore, I disagree with this article.
