<p>토론하는 분위기Atmosphere of debate</p>
<p>중고등학생 때부터 토론하는 분위기가 아닌 주입식 교육으로 가르치는 것에 부정하지 않고 그대로 받아들이는 것에 익숙해져 있으며From middle and high school, 무언가를 발했을 때korean scientists is familiar to not denying and accepting about teaching. They haven't experience atmosphere of debate. They know in Korea when they say something and this is wrong, 그것이 틀리다면 쏟아지는 비난과 창피를 알고 있기에 섣불리 의견을 내지 못한다they will be put to shame and take criticism. 또한 예의라는 문화가 깊게 자리하고 있기에 높은 사람이 틀린점이 있더라도 그것에 대해 콕 찝어 말할 수 없는 것이 한국 문화이다So they don't have a dash at making opinion rashly. Also in Korean culture there is manners, so when elder make opinion that is wrong, they can not quite pin down the wrong thing.</p>
<p>또한 국제 학회에서 한국학생들이 조용히 있는 것은 토론하는 분위기에 익숙하지 않은 것도 있지만 그들의 영어 회화 실력과도 연관이 있다Also that korean scientists are silent in International Association is because they are not familiar to atmosphere of debate and their poor english skills. 자신들의 머릿속에 있는 것을 영어로 수월하게 이야기할 수 없기에 조용히 있는 편인 것이다Because they can not say what’s on their mind using english, they are silent in international association.</p>
<p>GDP대비 Investment of R&D 투자 비중 compared with GDP</p>
<p>이 점에서는 상대적인 지표가 아니라 절대적인 지표로 봐야한다In this point we have to see investment of R&D compared with GDP as absolute index not relative index. 절대적인 지표로 보면 If see as absolute index, investment of R&D에 투자하는 돈은 굉장히 차이가 나게 된다D have really huge difference compared with other countries. 당연히 쏟아붓는 돈의 양이 적은데 좋은 실적이 나오길 바라는 것은 무리라고 생각된다I think it is hard that korean scientists write numerous papers, because absolute amount of money is small. 또한 대부분의 Also because almost investment of R&D투자가 산업계에서 나왔기 때문에 노벨상을 받을 확률이 높은 기초과학에 투자가 적은 것이 현실이다D is from the industrial world, that investment of basic scinece that is high rate of win the Nobel Prize is low is reality. 6.25 전쟁 후에 돈이 되는 것을 먼저하는 것이 너무나도 당연해졌기 때문에 기초과학은 등한시 되는 것이다Basic science is lost in the shuffle because doing lucrative things first is too natural from after Korean War.</p>
<p>시류편승Jumping on the bandwagon</p>
<p>산업계에서 대부분의 Jumping on the bandwagon is natural because industrial world do almost investment of R&D투자를 하기 때문에 어쩔 수 없는 현상이다D. 산업계는 당장 돈이 되는 것이 아니면 하려하지 않는다Industrial world do not invest if it is not lucrative. 정부에서 기초과학에 대한 지원을 늘리지 않는 한 이러한 현상은 고쳐지지 않을 것이다 If government don't increase investment of R&D, this phenomenon will not be fixed. 이러한 열악한 연구환경에 불만족하고 해외로 나가는 연구원들이 많은 것은 당연한 것이다It is natural that korean scientists want to stay and research in other countries because research environment is really poor. 정부는 경각심을 갖고 해결하려 해야 할 것이다Government have to solve these things, having caution.</p>
